Maritime Survey International (MSI) key objective is to complete Marine Surveys on Dive Liveaboard and Safari vessels predominantly in Egypt. This role is onsite / onboard the vessels.
This survey proposal has come about after a series of accidents and fatalities on Dive Liveaboard vessels. This was further highlighted in the Bachelor-thesis Investigation of a series of accidents involving yachts for diving vacations completed by Institut für Schiffbau und maritime Technik Justus Schiszler.
MSI has completed inspections on these vessels throughout Egypt in 2023 and 2024. The findings are not flattering, as all of the vessel inspected for charter were found to be sub-standard and not fit for purpose.
MSI propose to be a key contributor in a safe, efficient, and cost-effective manner. In collaboration with the vessel owners and operators, MSI will provide client support to ultimately ensure that the vessels are fit for purpose.
Regulatory Background
The Egyptian Authority for Maritime Safety (EAMS) is the concerned authority regarding the technical standards, compliance and registration, and its main office is in Alexandria. Excursion vessels with capacity more than 10 tons and which go beyond the regional waters must be registered. EAMS, issue their Registration Certificates and revalidate their Sea worthiness certificates and the navigational permissions required.
These regulations appear to be poorly enforced.
People have a reasonable expectation that a vessel that plies for hire and reward is fit for purpose. It is of no surprise that vessels that are not obligated or enforced to meet minimum safety standards, do not. The Egyptian Maritime Authorities, for whatever reason, do not enforce their own obligations such as the Collision Regulations and the Commercial Vessel industry in Egypt plies its trade largely unregulated.
